Why the two averages differ
The report distinguishes the average across transactions from the average weighted by the number of addresses traded. Large blocks selling at lower per-address prices pull the volume-weighted figure down.
Treat these figures as one publisher's indicators, not universal prices or a census of IPv4 sales.
