Two ARIN draft policies revisit how ARIN addresses can be used outside the region

What changed

ARIN's September policy status table lists two proposals that deal with the use of ARIN-registered number resources outside ARIN's service region:

• ARIN-2026-5, Define Out Of Region Use. A Draft Policy with a current version dated 22 September 2026. No staff and legal review is listed yet.
• ARIN-2025-3, Change Section 9 Out Of Region Use Minimum Criteria. A Recommended Draft Policy, current version dated 20 August 2026, with staff and legal reviews dated 23 February 2026 and 11 September 2026. It was presented at ARIN 55, 56 and 57.

Why it matters for BYOIP teams

Section 9 of ARIN's Number Resource Policy Manual covers out-of-region use. Many organisations holding ARIN space announce it from cloud regions in Europe, Asia or elsewhere through BYOIP. How "out of region use" is defined, and what minimum in-region presence is required, can affect how requests and transfers are justified.
